About WISC

WORKFORCE INTERNATIONAL SKILLS CERTIFICATION (WISC)

WISC is a competency-based certification in skills development, from training and assessment to learning and performance. It is designed to meet the needs of training organisations to expand to overseas markets and to internationalise their products and services. WISC certification is referenced to the Singapore Workforce Skills Qualifications (WSQ) systems and yet complementary to overseas countries where there are existing national skill certification frameworks.

WISC designs and develops joint certification systems to align and map WISC Certification system with National Skills Qualifications Framework (NSQF).

We aim to provide an umbrella system for all the skilling activities being carried out beyond the respective national systems, thereby providing quality benchmarks in the concept, establishment and running of the various skilling initiatives. It will also align various skill development programs to standardized norms and processes, thereby reducing the multiplicity of norms and parameters that result in avoidable difficulties in implementation of the skilling initiatives.

SkillsFuture Singapore (SSG)

SkillsFuture Singapore (SSG) is a statutory board of the Ministry of Education (MOE) that drives and coordinates the implementation of the national SkillsFuture movement to promote a culture and holistic system of lifelong learning through the pursuit of skills mastery and strengthen the ecosystem of quality education and training in Singapore. SSG provides support to WiSC to develop the skill certification system that is aligned to Workforce Skills Qualification Systems.

Enterprise Singapore (ESG)

Enterprise Singapore is the government agency that champions the growth and development of enterprises by building up the capabilities through innovation and internationalisation of Singapore companies.

ESG collaborates and supports WISC with their extensive network of overseas partners to facilitate expansion into the overseas markets.

Strategic Association of Professional Training-Consulting Organisations (SAPTCO)

The Strategic Association of Professional Training-Consulting Organisations (SAPTCO) is an association for Approved Training Organisations (ATOs), learning service providers (LSP), in-house training organisations and training-consulting organisations in Singapore.

The association develops initiatives that enhance the continuous improvement and development of its members by forging close partnerships with all stakeholders in the professional and skills training industries.

It provides bridges for training organisations to step into the global stage of professional skills training and adult education. SAPTCO provides guidance and support to WISC in the areas of corporate governance, review and implementation of various initiatives.

India

  • National Skill Development Corporation (NSDC) is the key India Skilling Agency that promotes skill development across India skill sectors. NSDC develops systems focusing on quality assurance, information systems and train the trainer academies either directly or through partnerships. NSDC seeds and provides momentum for large-scale participation by private players in skill development. NSDC identifies critical skill groups, develop models for skill development and attracts potential private players and provide support to these efforts.
  • Federation of Indian Chambers of Commerce and Industry (FICCI)

FICCI is the largest and oldest apex business organisation in India established since 1927. A non-government, not-for-profit organisation, FICCI is the voice of India’s business and industry. FICCI provides a platform for networking and consensus building within and across sectors and is the first port of call for Indian industry, policymakers and the international business community.

WISC Corporation collaborates with NSDC and FICCI in the area of Skill Development for various industries sectors.

Vietnam

  • Thanh Hoa Investment, Trade and Tourism Promotion Center (Thanh Hoa ITTPA) 

Thanh Hoa Investment, Trade and Tourism Promotion Center (Thanh Hoa ITTPA) is a unit under the Provincial People’s Committee, established on August 16, 2012. The centre has the function of acting as a focal point to help the provincial People’s Committee organize activities and carry out investment, trade and tourism promotion programs at home and abroad; campaigning to attract domestic and foreign investors to invest in the province.

SkillsSG Ventures has been working with Thanh Hoa ITTPA since the first presentation to the Thanh Hoa Provincial People’s Committee in July 2018. Their role is to assess SkillsSG Ventures’ Feasibility Study Report on proposed skills development projects in Thanh Hoa before issuing business and investment certificates for SkillsSG Ventures to commence training courses which lead to WISC certification.

  • The Vietnam Chamber of Commerce and Industry (VCCI) is a national organization that gathers and represents the business communities, employers and business associations in Vietnam for the purpose of developing, protecting and supporting businesses, contributing to the socio-economic development of the country, promoting economic, trade and scientific-technological cooperation between Vietnam and other countries on the basis of equality and mutual helpful.

SkillsSG Ventures will work with VCCI Thanh Hoa Branch (VCCI-TH) and Xprienz to jointly set up the Hospitality and Tourism Academy (HTA). This will be done in partnership with major businesses like Muong Thanh Grand Hotel, Central Hotel, etc to provide authentic training in front office, kitchen, housekeeping and other job roles with WISC certification. HTA aims to develop the workforce in the hospitality and tourism industry through technical and generic skills and competencies. This will in turn support economic development to drive the tourism industry in Thanh Hoa and other provinces in Vietnam.

The participants will be awarded the WISC Certificate upon successful completion of the program and competent in all their assessments.
